CCSU Strategic Plan
Vision Statement: Graduates of CCSU are confident and compassionate and equipped with the skills to think critically, foster creativity, and build meaningful relationships. They are prepared to lead, innovate, and have a positive impact on their communities.
Financial Stewardship: It has been the intention of the Strategic Design Team not to have a separate goal area for sustainably managing the resources of the Supervisory Union. Rather, the Team felt that this should be a mindset while carrying out all the goals of the plan, and to be just the way we “do business” in the SU.
Overarching Goals

Goal:
CCSU will strengthen its culture so that schools are places where all people want to be.
Objectives:
- Student self reporting will show continued growth in their engagement each subsequent year, after establishing a baseline engagement measure in 2025.
- Student attendance will improve or maintain a 90% threshold, each of the years of the strategic plan.
- Student participation rates in extra-curricular programming will climb, or maintain 80%, each year of the strategic plan
- The SU State Report Card indicators for the content standards will become “Meets” by the final year of the strategic plan

Goal:
CCSU will become a sought after place for talented and caring professionals, so that students are supported by the most dedicated and skilled educators possible.
Objectives:
- CCSU will increase its applicant-to-vacancy ratios over the life of this strategic plan, using 2025 as the baseline year.
- CCSU will increase staff retention rates over the course of the strategic plan, using 2025 as the baseline year.
- CCSU staff will show increasing Staff Net Promoter scores over the life of the strategic plan, using 2026 as the baseline year. "How likely are you to recommend CCSU as a great place to work to a colleague or professional peer?"
- CCSU will increasingly fill positions by either internal promotions OR returning staff to the district, with baseline measures taken 2025.

Goal:
CCSU will cement its position as a highly effective union of schools, so that every student receives equitable and high quality education across all campuses.
Objectives:
- By the end of this strategic plan, 90% of graduating students across all campuses will demonstrate proficiency in at least 5 of 6 dimensions of the CCSU’s Portrait of a Learner, as measured by a common portfolio, capstone project, or performance assessment.
- Students’ & staff sense of belonging to and identity with CCSU (not just to their individual schools) will continually increase or maintain at 80% throughout the life of the strategic plan.
- By the end of the strategic plan, 100% of core academic departments (ELA, math, science, and social studies) across all campuses will implement a unified curriculum framework aligned to state standards.
- By the end of this strategic plan, all Core Operating Systems across the SU will be integrated as one (HR, Curriculum, Facilities, Operations, Tech, etc.)
